Across sectors and regions, many reform and development efforts fail.

They fail not because of a lack of ideas, but because stakeholders are misaligned, roles are unclear, and cooperation breaks down when it matters most. CLI exists to close that gap. We support institutions and multi-actor partnerships in building the structures, leadership capacity, and processes required to move from dialogue to coordinated action—clarifying responsibilities and sustaining progress even under pressure.

We believe that hopeful, sustainable futures emerge through cooperation, not control. By building capacity for collective leadership, we help partnerships navigate complexity today while creating the conditions for lasting transformation tomorrow.
